An exciting opportunity exists for an enthusiastic and positive individual to join the health economics team within Healthcare Improvement Scotland (HIS). We are seeking an experienced health economist to contribute to the production of evidence reviews and advice for our three national technology assessment bodies: the Scottish Health Technologies Group (SHTG); the Scottish Intercollegiate Guidelines Network (SIGN); and the Scottish Medicines Consortium (SMC). 

Providing economics input to a range of products, duties include: producing rigorous reviews of health economics evidence; developing models to assess the cost effectiveness of interventions; undertaking resource and cost impact analysis; and support for research activity across the organisation. Your role will also involve publishing your work and contributing to scientific conferences in relevant fields when required. This senior role will involve leading a programme of work to support our quality improvement teams and managing other health economists, which you must have previous experience in doing.

The role requires a clear thinking and methodical approach with strong quantitative and analytical skills. You will have excellent report writing skills and the ability to work autonomously and manage and summarise large amounts of scientific information to tight deadlines. Strong influencing and communications skills to inform the decisions of senior clinicians and managers across NHS Scotland are required. Excellent interpersonal skills, supported by good oral, written and presentation skills are also essential. 

You will be expected to have a relevant degree, a postgraduate degree in health economics (Masters level or equivalent), a sound understanding of economics concepts and practical, applied health economic evaluation experience. We wish to appoint a Research Fellow in Health Economics to support the work of the Health Economics Group, in the Institute of Health Research. The post is available immediately and is funded on a three year fixed term contract.
The successful applicant will support new and existing research funded by the National Institute for Health Research (NIHR), other research councils and charities. The post offers the opportunity to contribute high quality health economic input to a programme of research on the economic analysis of healthcare data, including decision analytic modelling in applied health contexts. The successful applicant will be ambitious, motivated, and have experience of health economics analyses and/or statistical analyses aligned to health economics research, including economic evaluation of health technologies.

The successful applicant will ideally have a PhD (or nearing completion), or equivalent research experience in health economics or related field of study. Tasks : the applicant will:

Qualifications : the applicant must have

a PhD degree in Economics, Public Health, or any related discipline;
a significant scientific record with international publications;

the capacity to work within a team of teachers and to integrate research findings into teaching;
creativity and must be open to teaching innovation and interdisciplinarity;
the capacities required to undertake academic research at a high level and to advise, or lead, a research team;
good knowledge of both spoken and written French and English. If this is not the case, the applicant accept to learn French and/or English in order to be able to teach in French and English within 2 years. Fluency in other languages is an additional advantage.

4) Research Associate - Statistician (Fixed Term)

The MRC Biostatistics Unit is one of Europe's leading biostatistics research institutions. Our focus is to deliver new analytical and computational strategies based on sound statistical principles for the challenging tasks facing biomedicine and public health. The UKCRC Centre for Diet and Activity Research (CEDAR) is a partnership between the University of Cambridge, the University of East Anglia and the MRC. CEDAR studies the factors that influence dietary and physical activity related behaviours at the population level and the development and evaluation of interventions to help shape public health practice and policy.

We are seeking a statistician to contribute to collaborative work between the MRC Biostatistics Unit and CEDAR. This will involve developing Value of Information (VoI) methods by applying them within health impact assessment (HIA) models. VoI is used to guide model development by identifying which parts of the model have the greatest impact on the result or decision arising from the model, and to assess the potential value of obtaining further data to reduce uncertainties. The work relates to the development of the ITHIM tool (http://www.cedar.iph.cam.ac.uk/research/modelling/ithim/), used in several research projects and policy applications in UK, USA and elsewhere in the world. ITHIM estimates health risks and benefits of transport related scenarios by taking into account changes in physical activity, injuries and air pollution exposure.

The successful applicant will have a PhD in statistics, or a PhD in a related subject and statistical experience to an equivalent level. Experience in Bayesian methods, evidence synthesis or decision-analytic models in healthcare or related areas would be an advantage. The successful applicant will be supported in their career development with a range of formal courses and on-the-job training.

Fixed-term: The funds for this post are available for 24 months in the first instance.

5) PhD Student: University of Rotterdam 

Description of the project
Developed countries spend an increasing percentage of their GDP on health care with the aim to improve population health. However, to what extent this goal is achieved has been surprisingly difficult to demonstrate in empirical research. Therefore, whether increased health care spending improves population health remains one of the most important research questions in the field of health economics. This project aims to answer this research question by taking as starting point changes in health care policies, which will be analysed as natural experiments using state-of-the-art econometric methods.

The project aims to analyse the population health consequences of some recent changes in Dutch health care policies (e.g. changes in hospital payment schemes, introduction of expensive new technologies etc.) using several large administrative datasets that have been linked by the Netherlands Statistical Office. It will investigate whether health care policies have their intended effects by not only focusing on the health benefits of new technologies but also on possible displacement effects within health care (what activities within the health care sector are given up as a result of policy changes?). Later in the project, substitution between different types of care (preventive, curative, long-term) and/or effects of health care policies outside the Netherlands may be explored.

Results of the project will inform several policy debates including the debate what the maximum price should be for new medical technologies that are publicly financed.

Requirements
The successful applicant for this position is expected to have a master degree in (health) economics, applied econometrics or applied statistics. Applicants must have excellent communication and writing skills in English, and have a strong motivation for doing empirical research in the field of health economics. At least a basic command of Dutch is desired. Computer skills should include R, Stata or similar statistical software.

Appointment and salary
We offer a position as PhD student at EUR. PhD students are appointed for a period of 4 years, starting with a temporary contract for 1.5 years followed by a second temporary contract for 2.5 years. Remuneration will be in accordance with the PhD scale set by the Collective Labour Agreement for Dutch Universities (CAO NU). Fulltime work will pay € 2.191.- before taxes in the first year, going up to €2.801.- in the fourth year. EUR offers a set end-of-year bonus of 8.3% and there are generous opportunities for additional education. A minimal teaching requirement (about 0.1 FTE) is required.
