Duties and Responsibilities
An exciting opportunity has arisen in the Institute of Global Health (IGH) for a Lecturer post in Health Economics. The post holder will be responsible for an active and growing teaching and research portfolio. Particularly, the post holder will be expected to take a leadership role within UCL’s new MSc in Health Economics and Decision Science, developing and delivering new course content. In addition, the post holder will be expected to build a strong research portfolio in the economics of global health. Applications are invited for a fully-funded studentship in Health Economics at the Department of Economics, University of Bristol. The project will explore the gene-environment interplay in the generation of health inequalities across the life course. It is one of the 51 projects advertised by the GW4 BioMed MRC Doctoral Training Partnership (DTP). We invite applications from eligible students for a studentship that would commence in October 2017 if the availability of funding is confirmed.
 
The project
Summary: 
The project will advance understanding of gene-environment interactions (GxE) in the formation of life course inequalities in health. Combining methods from genetics and social science, it will test whether privileged environments protect against genetic susceptibility to risky health behaviours, such as smoking and drinking.
Although GxE analysis is not new, only a few studies have attempted to take into account the possible endogeneity (i.e. unobserved confounding) of the environment. This studentship will exploit ‘natural experiments’ to deal with unmeasured confounding, using data such as the UK Biobank and the Avon Longitudinal Study of Parents and Children (ALSPAC).
 
Training: 
The PhD student will engage in genetic, epidemiological, economics, as well as econometrics training. This will allow the student to work and collaborate across disciplines. The project will provide a general framework to analyse GxE for health outcomes, based on solid empirical identification. 
 
Supervision:
The interdisciplinary supervisory team consists of Dr. Stephanie von Hinke (main supervisor; Department of Economics, University of Bristol), Professor Frank Windmeijer (Department of Economics, University of Bristol), Dr. Neil Davies (School of Social and Community Medicine, University of Bristol), and Professor Tim Frayling (Medical School, University of Exeter). 

The GW4 BioMed MRC DTP
The ‘GW4 BioMed MRC DTP’ brings together the Universities of Bath, Bristol, Cardiff and Exeter. The DTP is awarding up to 20 studentships. Applicants can choose up to three of the 51 projects available across the GW4 BioMed MRC Doctoral Training Partnership, listed here.
 
Funding & Eligibility
Funding: 
The studentship would be funded through the GW4 BioMed MRC DTP. It would consist of full UK/EU tuition fees, as well as a Doctoral Stipend matching the UK Research Council National Minimum (£14,296 p.a. for 2016/17, updated each year). The studentships would typically be a maximum of 3.5 years full-time or up to 7 years part-time, and can be longer where additional training is undertaken (e.g. a Masters); the award will be payable in instalments, subject to satisfactory progress. Additional research and training funding is available over the course of the programme. This will cover some costs, such as research consumables, courses, conferences and travel.

Eligibility:             
The DTP welcomes students from non-medical backgrounds, especially in areas of economics, social science, and statistics. Applicants must have obtained, or be about to obtain, a First or Upper Second Class UK Honours degree, or the equivalent qualifications gained outside the UK. For this project, we are looking for someone with strong quantitative skills, ideally in economics or a related discipline, though we are happy to consider other applicants with quantitative backgrounds.

The DTP welcomes applications from both UK and EU applicants. However, as a consequence of the EU referendum result, final award decisions will depend on the outcomes of the UK/EU negotiations. If the MRC withdraws funding for EU students, EU applicants will be ineligible for entry into the GW4 BioMed MRC DTP.

All EU applicants must have been ordinarily resident in the EU for at least 3 years prior to the start of their proposed programme of study. Due to funding regulations there are fewer studentships available for EU students who have not been resident in the UK for at least 3 years prior to the start of this course.

English:                
If English is not your first language you will need to have achieved at least 6.5 in IELTS (and no less than 6.5 in any section) by the start of the programme.

Research at HTSR focuses on the effect of a new technology on clinical and health outcomes, quality and safety of health care, delivery of health care services, and the associated health care costs. HTSR consists of a multidisciplinary team with expertise in epidemiology, statistics, patient preferences and health economics. Particular attention is being paid to the clinical areas of cardiovascular disease, emergency healthcare, oncology, and youth healthcare. Naturally, to be able to successfully perform research in the field of healthcare, strong ties with healthcare organizations are present.

Job description
Throughout the world, health care systems face challenges that can only be handled by (further) improving the efficiency of interventions, processes and organizations. This requires optimal use of existing health care resources as well as optimal implementation of new efficient technological innovations. We are building our team and searching for an ambitious team player who is able to strengthen our expertise in health economics/health technology assessment (HTA), and in operations research, and can further strengthen the link between these fields. The assistant professor will enforce the link between the health economics/HTA department (HTSR, Health Technology & Services Research) and the operations management department (IEBIS, Industrial Engineering and Business Information Systems). You will be working in an international environment and bring methodological expertise in health economics/HTA, and operations research/operations management, such as the use of quantitative models to support decision making at clinical and policy levels and to optimize health care processes. This latter requires knowledge of simulation modeling techniques, such as Markov models, Discrete Event Simulation, System Dynamics, and Agent-based Modeling, as well as knowledge of a variety of optimization algorithms. We particularly expect to develop cross-links with adjacent areas such as (health) systems engineering and ‘mixed modeling’ (combining decision making on individual, organizational, and societal level) to map the consequences of technology implementation on health service delivery. Application of (medical) informatics and statistics, to leverage big data, will provide the evidence to populate such models and will provide key health care insights. By interacting with experts from various UT departments you will open a new field of research combining evaluation of new health technology with optimization of its intended use in clinical practice. Given the interests of the departments involved, we expect you to support our work in the field of imaging and diagnostics in general and modeling of personalized medicine strategies in particular.

Your profile
You have a degree in (medical) informatics, (health) economics, econometrics, industrial engineering, operations research or a similar discipline, with proven experience in the fields of health economics/HTA and operations management. You hold a PhD and have international experience as evidenced by peer-reviewed publications and oral presentations at conferences. You know how to stimulate a research group of PhD students and have been successful acquiring research grants. Given the profile of the University of Twente you should be passionate about technology and/or the potential of technology to make important contributions to the health care sector. This includes an interest in early cycle health economic modeling and optimization of health care processes. Knowledge of the (Dutch) health care system is recommended. We offer you a contract of 32 hours per week spanning a period of 2 years, with a two-month probation period. Your appointment will be changed to a permanent position dependent on scientific performance. 8) HITAP, Thailand, Technical Advisor 

As a research unit under the Ministry of Public Health, Thailand, the Health Intervention and Technology Assessment Program (HITAP) has been generating and providing evidence to inform health policy decision making in Thailand. With the expertise on health technology assessment (HTA), HITAP also provides support in building HTA technical capacity in other countries in the region with the focus on low- and middle income countries. HITAP International Unit (HIU) is established in HITAP to manage the international work and has worked in various low- and middle-income countries, including Vietnam, Indonesia, and India. Since the unit is now expanding, HIU is currently searching for a technical staff with strong academic background to handle increased works in more countries.

9) OHE is Recruiting an Economist

OHE is seeking to recruit a well-qualified, highly motivated and energetic economist, with strengths in the economics of: health technology assessment, the economics of health care systems, and a particular interest in health outcomes measurement and valuation. The position is for one year in the first instance, with the expectation of continuing appointment if funding allows. 

The main purpose of the economist role is to undertake and present analyses on the topics of life sciences, health systems and HTA, in all three core OHE activities: research, consultancy, and advice to the ABPI. This will involve working with OHE colleagues, academic collaborators, the ABPI and other clients’, and with external stakeholders. 

Candidates must have:

a good first degree, majoring in economics, or a postgraduate qualification in health economics;
thorough knowledge of the economics of one or more of outcome measurement and valuation; health technology assessment; organisation and financing of health care;
practical experience of research and/or consulting; and
demonstrable ability to research, write and present clearly argued analyses in fluent English within tight deadlines.

10) PhD studentship, City University, London

Economic evaluation of a peer-befriending scheme for people with aphasia (SUPERB trial)

Project Description

This project will run within the context of a larger trial. We have secured funding from The Stroke Association to run a feasibility phase II RCT of a peer-befriending scheme for people with post-stroke aphasia (01/06/16 - 30/11/19). 15-30% of stroke survivors are left with aphasia: marked difficulties in understanding and using language. Aphasia has a profound impact of people’s wellbeing. The SUPERB trial will evaluate the feasibility of a study on the clinical and cost-effectiveness of peer befriending for people with aphasia post-stroke. The economic evaluation work package of the SUPERB trial will explore the feasibility of using the identified research tools and data collection methods with people with aphasia. It will also consider the relative cost-effectiveness of peer befriending compared to usual care. We are seeking a doctoral student to undertake aspects of this work. The doctoral student will i) complete a systematic literature review on measures that have been used in health economic evaluations in populations with acquired neurological conditions that affect communication (e.g. stroke, dementia, Parkinson Disease, acquired brain injury) and critically summarise the findings; ii) work with consultants with aphasia, speech and language therapists and the project team to adjust a suitable measure, like the Client Service Receipt Inventory (CSRI) for use with people with aphasia; iii) devise and execute the collection and analysis of health economics data from the SUPERB participants (n=60). 

Recommended Skills:

The NGC is a team of about around 60 staff, delivering a large work programme (currently we are working on 16 clinical guidelines).
