Dear all,

This is to announce a new version of the PHP version of the PAPI PoA,  
phpPoA.

phpPoA 1.3 includes the possibility of accepting identity assertions  
directly from an AS, as well as from a GPoA. It has some other  
additional features, including support for new encryption schemas  
avoiding certain problems reported for long assertions.

The phpPoA documentation has been thoroughly reviewed and improved.
